Comments submitted in response to ALP show that the cost of O'Hare
expansion could be in excess of $67 billion. The conclusion shows that one of
the main reasons is because of lies.

Genetic Sensitivity To Pollution Accentuated Disease."
Study presents evidence that genetic differences between Jewish and the general
populations can result in disease sensitivity to pollution sources and
particularly to major nearby pollution sources, such as O’Hare
airport-aircraft. Environmental Justice law protections stipulate that no
individual group of the population should bear a disproportionate share of
negative consequences from polluting operations such as O’Hare airport.

Overcapacity Problem?
"Odor
Perception Thresholds Versus Danger Levels Of Airborne Gases And Particulate
Matter."
The study found that our noses are poor detectors of most toxic pollution
substances, and should not be counted on to protect us from serious, chronic
health problems (e.g. cancer) if high, but non-detectable chemical
concentrations persist from airport/aircraft and other sources.
Communities far away from the airport including
Evanston, Glenview, Lincolnwood, Morton Grove, Niles, Northbrook, Skokie and
Wilmette appear to be especially prone to such negative impacts. Studies already
show strong correlations that O'Hare Airport and its aircraft operations kill
hundreds of people a year in these areas, from cancer alone.

“A
Perspective on O’Hare Airport vs. Peotone (proposed) Airport Pollution Impact.”
O'Hare/Peotone study shows that 8 million
people's health are affected by O'Hare Airport operations, 5.5 million
significantly so. Study shows the contrast to Peotone to be a starkly better
environmental alternative with a much smaller 3 million people affected, 1.5
million significantly so. Thus, millions fewer will have their health
negatively affected by choosing Peotone over O'Hare.

The Illinois
Environmental Protection Agency (IEPA), without running any pollution impact
studies, pre-commits Illinois and the USEPA to O'Hare airport expansion and
pollution doubling, in full support of Senate bill S.2039 to transfer Illinois'
decision-making rights to the federal government, while parroting distorted
statements such as "...all of the environmental groups dropped their
opposition to the bill." September 1, 2002.
STARTLING FINDINGS:
"O’Hare aircraft pollution alone soars above other polluters." O’Hare
aircraft VOC emissions are greater than those from all of Illinois power plants
combined, while CO emissions are as high as 60% of the amount from all of these
plants.

Concentrations/Dispersions From Sources Such As Airports." Examines this weather phenomena and
demonstrates how it can cause up to 20:1 pollution concentration increases
in communities located between an emission source, such as Chicago's O'Hare
Airport, and the lake (or ocean) coast.

This language from the governor is what he wanted enacted
into federal law to lock in the backroom Daley O’Hare deal.
This language is
similar to Senator Durbin's highly unusual tactic amendment that was introduced to the
Senate on 12/7/01. It does great damage to citizens and communities: It gives
federal government and the airport (city) condemnation rights, basically removes
Clean Air Act and Judicial Review protection, harms our environmental protection
under National Environmental Policy Act, commands O'Hare airport expansion
as the alternative to transportation problems, gives weak attention to the
Peotone alternative and none to other forms of transportation such as high-speed
rail. It sets precedence for the thousands of other airports that are being
